No, visitors do not need to quarantine on arrival in Tunisia.
Non-vaccinated visitors aged 18+ must present a negative PCR test which was taken no more than 48 hours before travel OR a rapid lateral flow test taken no more than 24 hours before entry. The test must show dated evidence of when it was taken, and it must have a QR code. Non-vaccinated visitors under 18 years of age are exempt from testing. Those who have been fully-vaccinated amust show proof of vaccination on arrival. Travellers may be tested on arrival by Tunisian Authorities.
